How to manage bandwidth or traffic for a specific interface

My configuration:

Interface	Description
eth0	Internet
eth1	one network
eth1:2	172.16.16.0
eth1:3	another network

I'm having a dilemma on how to configure traffic shaping. My linux skills are limited in this area, so read this post gently because this post will update once in a while.

I have tested the script from iplocation.net and it works as supposed, but on my gateway I have virtual interfaces and traffic control does not work on these interfaces, so I have to find a way to limit the bandwidth for 172.16.16.0/24 and not for another network.
